GreenCIC collaborates with IISD in a series of EASE project consultation activities in Vietnam

Continuing a series of activities under the project “Emissions Ambition for Sustainable Economies” (EASE), implemented by International Institute for Sustainable Development (IISD), Green Climate Innovation Co., Ltd. (GreenCIC) has consistently served as the local partner. In this role, GreenCIC facilitates connections and coordinates exchanges between IISD and domestic agencies, organizations, and academic institutions. Building on the outcomes of previous consultations, these recent activities further clarify support needs while advancing research and the development of carbon pricing mechanisms tailored to Vietnam’s national context.

During a mission in early March, Mr. Philip Gass, Director of the IISD Energy Program, together with representatives from the Embassy of Canada, held a working session with the Department of Climate Change (DCC). The meeting, chaired by Mr. Nguyen Tuan Quang, Deputy Director General of the DCC, focused on discussions around the EASE Project, future collaboration directions, and planned activities to be implemented in Vietnam in the coming period.

From March 13 to 20, 2026, IISD and GreenCIC conducted a series of consultation sessions with a wide range of partners in Hanoi and Ho Chi Minh City. The IISD delegation included policy and modeling experts such as Mr. David Manley, Head of Green Fiscal Policy; Ms. Francesse Joy J. Cordon-Navarro,  Lead, Carbon Pricing and Philippines Energy Transition; Ms. Mai Duong, Policy Advisor, Economic Law and Policy; Mr. Andrea M. Bassi and Mr. Edvin Andreasson, Modeling Experts; and Ms. Lorelie S. Astrera, Senior Policy Advisor, GESI within the Energy Program. Representing GreenCIC, Ms. Nguyen Hong Loan, Director and Climate Policy Expert, played a key role in coordinating activities and strengthening engagement between international experts and domestic stakeholders.

With the objective of enhancing support at the local level, on March 13 the delegation held a meeting with the Ho Chi Minh City Department of Agriculture and Environment, hosted by Mr. Nguyen Hong Nguyen, Deputy Director. Discussions focused on identifying specific areas where the EASE Project can support the city in the near future.

In Hanoi, the delegation also engaged in working sessions with National Economics University (NEU); Vietnam Certification Centre (QUACERT); Vietnam Women’s Academy; and Academy of Construction Strategy and Cadres Training (ACST).

As part of the consultation mission, the delegation met with the State Securities Commission of Vietnam (SSC) in the context of Decree No. 29/2026/ND-CP, which establishes the legal framework for the organization and operation of a domestic carbon market. Through the EASE Project, IISD aims to provide timely and practical support, accompanying relevant agencies in implementing their assigned mandates.

The consultation series jointly conducted by IISD and GreenCIC has contributed to expanding and strengthening collaboration among domestic and international stakeholders, while providing valuable inputs for the implementation of the EASE Project. Outcomes from this mission will serve as a foundation for next steps toward the development and implementation of carbon pricing mechanisms aligned with Viet Nam’s national context.

Through its role as a local partner in stakeholder engagement and coordination, GreenCIC continues to demonstrate its capacity in project implementation support, while fostering multi-stakeholder collaboration in climate policy and energy transition in Vietnam.
